Our North West Sector Horley development – known as Westvale Park – covers an area of 99 hectares (244 acres) and is located on the north-west fringes of Horley, bordered by the A217 Reigate Road to the west and the A23 Bonehurst Road to the east.
This area of Horley was first allocated as a location for the development of 2,600 new homes in the 1994 Surrey Structure Plan. A year later Reigate and Banstead Borough Council identified the potential for two sustainable urban extensions at North West Horley (this site) and North East Horley.
An outline planning application for North West Horley was submitted in 2004, and a resolution to grant planning permission subject to completion of a legal agreement was agreed in 2006. Due in large part to delays associated with the global economic downturn around this time, the legal agreement was not signed until 2014, which formally granted outline planning permission.
The outline planning permission established the principle of developing the site for the following comprehensive mixed-use purposes:
- Up to 1,510 new homes, 25% of which to be allocated as affordable housing
- A new neighbourhood centre and primary school
- Creation of the Riverside Green Chain
- Associated infrastructure and access roads linking the development to the A23 and A217.
